CALL FOR CONSULTANCY | Mapping of Cash Transfer Mechanisms in the Philippines

PURPOSE OF THE CONSULTANCY

This consultancy will assist to increase the efficiency and scale of Philippine Red Cross (PRC) cash based interventions and to further support the cash preparedness by mapping out various financial service delivery mechanisms currently being utilized in the country.

This consultancy will specifically map existing partner financial service providers (FSP) across the country, identifying coverage, capacity, costs and experiences of other humanitarian partners. This study will also look into the challenges, opportunities and requirements of working with the current partners FSPs and as experience by other humanitarian partners.

BACKGROUND

Cash Transfer Programming (CTP) has its genesis in Philippine Red Cross (PRC) way back in 2009 post Typhoon Ketsana, when a modest commodity voucher programme was attempted towards shelter repair assistance. Philippines Red Cross has come a long way since, with innovations in approaches and modalities from lessons learnt after each major disaster, most notably of those was during Super Typhoon Haiyan Operations where PRC covered a total of more than 90,000 households in its cash in emergency followed by more than 100,000 household cash assistance in its recovery programmes. Since then cash-based interventions were implemented in almost emergency and recovery operations.

With advent of technology, resilient markets and efficient money transfer mechanisms, many actors within Philippines have resorted to use of cash in disaster responses, some of its own making and some guided by multi-agency initiatives such as CaLP and a strong cash coordination in the country. The RCRC Movement has fostered and proactively supported CTP through strategic and context-based support, the fruits of which Philippine Red Cross was able to encase.[1]

The implementation of CTP often depends on a partnership established with implementing partners and service providers that take responsibility for distributing cash to beneficiaries. An initial assessment of FSPs, including mobile phone operators, should enable PRC to understand their operational context, from the services they offer, to coverage, accessibility, costs, legal and data protection aspects.[2] To date, PRC has been in partnership with 3 FSPs, namely, Philippine Postal Corporation(PhilPost), Globe (GCash), and LBC Remit, that supports the emergency and recovery efforts of disaster response using CTP from 2012 up to present.

The purpose of this FSP Assessment is to provide a document that will help the PRC explore possible partnership with other available FSP in the country with the intent of building “preparedness for scaling up cash-based response” to future disasters.

DELIVERABLES

  1. Mapping or “stock taking” of financial service providers and stakeholders

  2. Presentation and discussion on ideas to inform existing cash preparedness plan, identifying gaps and how the team could address them as a result of the findings of output 1. Providing visual tools aligning existing FSP partners to PRC guidelines and procedures (Logistics and Finance with respect to that of International Federation of Red Cross and Red Crescent (IFRC)

  3. Resulting action points, recommendations and tools (including any potentially new specific language of inclusion in framework agreements for current and future partnership
